Tobacco Free Coalition of Oregon (TOFCO)
We highlight culture, community, and collaboration to strengthen connectedness and address root causes of commercial tobacco use—income insecurity, stress, mental health, isolation, housing and food insecurity, and lack of community-centered opportunities.

Upstream Academy is a space to protect and uplift young people’s voices while providing real public health experience rooted in their communities. Youth build relationships, represent their peers, and grow as advocates and leaders.
We engage youth ages 14–21 and do not have a graduation date—if youth want to stay involved, we find meaningful opportunities. We also support young adults (21+) who are often left out when they age out of typical youth programming. We don’t require school enrollment—only passion for community.
This part of our Commercial Tobacco Prevention program brings people together in ways that feel joyful, culturally grounded, and deeply connected. Through Paint & Feast gatherings, community wellness events, celebratory brunches, and co-hosted conversations with NAYA exploring Indigenous relationships to tobacco beyond commercialization, we create space for reflection, learning, and shared power.
These gatherings strengthen relationships, uplift lived experience, and make prevention work feel rooted in community.

Our tabling events are one of the most visible and relationship-centered parts of our work. Whether at festivals, block parties, youth summits, or cultural celebrations, we show up in community spaces to share resources, spark conversation, and listen. Tabling allows us and our Youth Ambassadors to meet people where they are—offering education, prevention tools, and culturally relevant information while building trust and connection. These moments are often the first touchpoint for new partnerships, youth engagement, and deeper community involvement. Contact us for tabling!
