About
Upstream Public Health, in partnership with the Central Oregon Health Council, leads the Healthy Retail Project to support local stores in Central Oregon. Our goal is to increase community access to fresh, nutritious foods and reduce the visibility of tobacco products—especially for kids—while helping small retailers succeed. We offer funding, resources, and tailored support for stores ready to take meaningful steps—big or small—toward a healthier, more vibrant retail environment.
What We Heard
In 2023, Upstream Public Health interviewed 47 Central Oregon residents to better understand shopping habits and food access. Most participants said they want more access to fresh fruits and vegetables—and many would buy produce at convenience stores if it were available, especially those without easy access to a grocery store.
The community also raised strong concerns about tobacco and alcohol use among youth, pointing to how visible and normalized these products are in stores. Even many current users felt this exposure was harmful to the next generation.
Purpose
The goal? protect kids, promote community health, and help stores find new ways to thrive.
Tobacco and alcohol companies spend billions on marketing that normalizes their products—contributing to serious public health issues in Oregon, where tobacco kills nearly 8,000 people and alcohol over 2,000 each year. Early exposure is especially harmful, with nearly 1 in 3 Oregon teens reporting alcohol use before age 15.
Healthy Retail projects, proven across the country, help small stores become healthier shopping spaces. In Central Oregon, we’re partnering with retailers to reduce the visibility of tobacco and alcohol—like moving them away from entrances and checkout areas—while offering support to evolve business models.
What We Offer:
Grants up to $20,000
Depending on your chosen tier and Additional Program Bonus options, you may be eligible for up to $20,000 in funding. This can support healthier product displays and reduce tobacco visibility—for example, by covering the cost of shelving, refrigeration, or window signage.

Meet with Upstream Public Health staff to design a custom plan for your store.
Use an easy online form to submit required documentation and receipts for reimbursement for planned changes (like new displays, signage, or equipment).
